I want to go to Ontario Ministry of Transportation and check the history of an used car from a dealer. If the car was originally from the US, will the Canadian ministry have full records if it's been in an accident?

It depends, as vehicle titles are administered by state, and the MoT may not have insight into all of the states where a vehicle may have been titled or all of the activity that occurred therein. It also depends upon the amount and type of information
